He attended Georgia Tech and graduated from the United States Naval Academy in 1962. Tom earned his MBA from University of Louisville (1973) and his JD from University of South Carolina (1982). He retired from the S.C. Department of Health and Environmental Control (DHEC) in 2006 after 27 years of service.
