Harold D. Arman

SAVANNAH - Harold D. Hal Arman died of an aneurism on June 18, 2010. He was born on April 5, 1941 in Big Rapids, Michigan to Reverend Harold E. & Mrs. Garnet Arman both deceased. He is survived by his wife Sally of The Landings in Savannah; daughter Beth, son-in-law Robert Mintz, and grandson Julian Arman Mintz, of Baltimore, Maryland; son, David, and partner Jessica Fink, of New York City; as well as two sisters: Dorothy Bessemer of Newaygo, MI and Carolyn Tinkler of Hastings, MI. He had four older brothers all deceased: Bill, Robert, John, and Jim.

He graduated from Whitehall MI High School, where he was Student Council President. He received a B.S. degree from Western Michigan University in 1965 and a M.A. in Political Science in 1967. He was Assistant Director of the Michigan Center for Education and Politics in 1966-67. In 1966 he managed the southwestern Michigan campaign of Jerry Cavanaugh, Mayor of Detroit, who ran for the Democratic nomination for the U.S. Senate. He taught U.S. Government at Delta College from 1967-70. He went to Arizona State University to pursue a graduate degree in political science, completing all of his doctoral coursework. During that time, he also worked on the Research staff of the Arizona House of Representatives and authored a plan to reorganize the Executive Branch of State Government, which was published by the Arizona State Legislature.

He returned to Delta College in 1970 to teach Government, but was asked to work for the President of the College in what was supposed to be a temporary assignment. He stayed in the job of assisting President Donald J. Carlyon for a total of 21 years, plus an additional three years with President Carlyon's successor Peter Boyce. He also served Delta College as Dean of Community Service for one year, as Secretary to the Board of Trustees for over 20 years, and as liaison for the College to the Michigan Legislature.

He continued his education, gaining a Ph.D. in Administration of Higher Education from Michigan State University in 1986. He authored several publications which appeared in Social Science and College Administration journals. He was an active member of Midland Rotary, served as President of Midland's Rotary Foundation, and was awarded a Paul Harris Fellowship. He received awards from the Delta College Chapter of the American Association of University Professors for Governance and Service simultaneously. To date, he is the only recipient of both awards in the same year. In the last ten years of his career, he was the College Representative to the League for Innovation in the Community College. In 1991 he served as Chairman of the Representatives for the League. He was given the Leadership Award of the Michigan Association of Adult and Continuing Education in 1993. He was a Past President of the Saginaw Valley Torch Club and a Board Member of the Bay and Midland Economic Development Boards.

He retired in 1997, moving to The Landings in Savannah, GA in 2000. He actively participated in four golf groups, enthusiastically, if not well, scoring an eagle twice in May of 2010. He was a former member of the Governmental Affairs Committee of the Landings Association.

When I was hired by Delta College in 1987, Hal was the person who interviewed me on behalf of President Carlyon who was out of town. I remember his being very pleasant and welcoming. He expressed interest in my academic work and made it clear that Delta College, although a teaching institution, valued research as well. Hal could be tough advocate and administrator, but he didn't hold grudges. As a faculty member, I respected that. Our AAUP chapter gave him both service and governance awards in the same year - a mark of the value of his contributions. I am glad that he evidently enjoyed his retirement for more than a decade, but I am saddened by his passing.

Hal and I served on numerous Delta committees over the years, and I echo the comments left by Alan Hill: Hal was an honest and outspoken advocate for his positions who was straightforward and up front at all times - I always knew where Hal was coming from and appreciated this. He cared for the college and that showed in all he did. He was someone I always respected, and I am sorry to hear of his passing. Accept my sincere condolences.

Sally, as you know Hal and I spent many happy hours together on the golf courses at the Landings. His sense of humor and his ongoing ability to not take himself or me seriosly led to a profound respect in our discussions, whether they were about local politics or subjects of international effect.
