Mr. Billotto on the times I met him was stoic, stern and intimidating, especially as a 18 to 21 year old college roommate of his son. The number of times he stopped at our apartment unexpected, in uniform, us scrambling to make it look like humans lived there after a long night of unspeakable behavior. Joe and I attended the 6th Basic Academy back in 1986 and frequently carpooled up to Saratoga together. Joe was not just a dedicated hard-charging ECO, he was a friend and great family man. I recall the immense pride on Joe's face as he presented his son Luke with his badge on the day Luke became an ECO. Working with Joe was always fun and definitely an adventure. My condolences to Eileen and the entire Billotto family. He will be sorely missed.
